Acne or something else, could use some help knowing whats on my chest?

i have these little red bumps all over my chest since my freshman year in high school and they have not go away no matter what. Acne creams, body washes, heck even pills. They can't be rubbed off my pumas stones and just seem to get inflamed and red when done so. Can anyone help me identify what it is and how i can get rid of it?
