Can I ride a street bike legally with my car permit and a biker's permit?

I would rather get a bike than a car due to the cheaper costs. If I have both my car permit and my motorcycle permit, can I ride the bike on my own in order to get the 6 hours in for my car permit? Or do I need to drive the car with a parent for 6 months before I can even touch a bike? Answers will be much appreciated! :)
