Is United States wasting too much money on Pakistan?

The U.S. does recognize that giving military aid is failing.The Taliban is trying to control Pakistan by using the extreme poverty of the people to the Taliban's advantage. They are paying huge sums of money for the poppy plants that the farmers grow. The U.S. government is planning to pay the farmers for the poppy as it can be used for medical purposes as pain relievers. This will hopefully stop the Taliban from taking over Pakistan, a country we need as an ally because it is next to Afghanistan, the Taliban stronghold.
